Stages and gates
In short
A design moves through stages. Between some stages there is a gate: the red team must pass the work, or you accept the remaining risks with a reason, before the next stage opens.

Gates
Gates sit after requirements, after design and before ordering. The pre-order gate cannot be skipped.
Tip
A blocker stops the gate. Majors can be accepted with a written reason, which then appears in the procurement guide.
Free and paid stages
Concept and requirements are free. Credits are used when the full design chain starts.
